You have three quotes on your desk for maintaining your premises. One shows an hourly rate, another a monthly fixed fee, the third a price per visit. At first glance the comparison looks impossible: the three do not speak the same language. That is the real problem, and it has nothing to do with the headline price. In cleaning, the billing unit does not tell you what you are paying for, only how the provider chose to present it.

This article is written from the operator's side. We price commercial premises across the Paris region all year round, and we know exactly what a low price forces a provider to do next. The aim is not to sell you the most expensive quote — it is to give you the checklist that lets you spot, in ten minutes, which of the three will still hold in twelve months.

Why do office cleaning quotes vary so much?

Because they do not cover the same time on site. In Paris, the fully loaded cost of one cleaner hour reaches 19 to 21 EUR for the employer. A quote at 22 EUR therefore leaves nothing for supervision, quality control and replacements. The gap between two quotes measures the minutes actually spent in your offices, not the provider's quality.

💡 The French cleaning sector counts close to 16,000 companies, and the industry federation itself attributes the record number of new registrations to the absence of any barrier to entry. The direct consequence for you: a significant share of the quotes you receive come from firms that do not know their own cost base. A low price is not always a strategy — it is often a miscalculation.

What a price gap between three quotes really tells you

When three companies price the same premises with a 40 % spread, the explanation is almost never margin. Sector margins are far too thin to absorb such a gap: a well-run cleaning company delivers 5 to 10 % net margin. Nobody can be 40 % cheaper by shaving 8 %.

The gap therefore comes from somewhere else, and there are only three possible explanations:

The useful reflex is therefore not to compare billing units. A fixed fee is neither better nor worse than an hourly rate — both are legitimate ways of selling the same thing. It is to reduce every quote to a written scope: which zones, at what frequency, with which tasks and what committed standard. Two quotes covering different scopes are not comparable, whatever unit is printed on them.

💡 The right question is not « how many hours ». Some companies bill a fixed fee precisely because they sell an outcome, not time: an experienced cleaner does in 3 hours what a beginner takes 5 to do, and it is the skill that is being invoiced. The question that really sorts providers is « what is committed, and on which zones? ». A serious provider answers with a written scope, whether they bill hourly or as a fixed fee. A provider who answers « we adapt to your needs » has costed nothing at all.

What an invoiced hour actually funds

Here is the breakdown of one hour of office cleaning in the Paris region at two price levels. The figures come from our own cost structure: fully loaded employer cost of a qualified cleaner, supervision, equipment, overheads. One point worth noting as you read — we bill cleaning products and sanitary consumables separately, so they do not sit inside the hourly rate. If a competing quote claims they are included in its rate, that mechanically means less time on site for the same price.

What the hour must fund Quote at 22 EUR Quote at 26 EUR
Fully loaded employer cost of the cleaner 19 to 21 EUR — already 90 % of the price 19 to 21 EUR — 75 % of the price
Equipment, machines and workwear Depreciated too long, replaced too late 0.80 to 1.30 EUR covered
Supervision, scheduling, quality control Practically non-existent 1.50 to 2 EUR covered
Cover for absence Unfunded — visit skipped Provisioned in the cleaner cost
Overheads, insurance, equipment Under-covered 2 to 3 EUR covered
Result for the provider Negative or nil 2 to 3 EUR — sustainable

The line to remember is the first one. At 22 EUR an hour, the cleaner's cost alone absorbs around 90 % of the price. Almost nothing remains for the supervisor who comes to inspect, for the stand-in cleaner when the regular one is absent, or for equipment. That quote is not commercially aggressive: it is structurally untenable.

⚠️ A provider selling at a loss does not fail immediately. They adjust. And the adjustment always happens in the same place: the time spent in your offices. It is invisible on the invoice, and perfectly visible in your washrooms after six weeks.

The six variables that determine the real price of your premises

An hourly rate only becomes a price once crossed with the reality of your site. Two floors of identical area can require time on site differing by 60 %. Here is what a provider should have examined before handing you a figure.

If none of these questions was put to you, the quote you are holding is a guess, not a costing:

This is why we do not give firm prices over the phone. Our base starts at 26 EUR an hour excluding VAT on volume contracts — larger areas, multiple weekly visits, clustered sites — exclusive of cleaning products and sanitary consumables billed separately. Small sites and single weekly visits are priced as a fixed fee after survey, because they genuinely cost more per hour: set-up, travel and quality control spread across fewer hours. An 85 sqm open-plan floor occupied by eight people, hard floors, one visit a week, falls between 160 and 220 EUR per intervention. We would rather write that down than advertise a single hourly rate that would apply to nobody.

🔶 Quick test: if a provider gives you a price per square metre without asking how many people work in the premises, they have priced an area, not a need. The recovery will come, either as a price revision or as a quiet reduction in time on site.

The five ways an underpriced quote recovers

A provider who has underpriced a site does not call to tell you. They compensate, and they do so from a fairly predictable repertoire. Here it is, from most to least frequent.

1. Quiet reduction of time on site

Mechanism number one, by a wide margin. The contract specified 2 hours; the cleaner spends 1 hour 10 because there are three other sites to cover that evening. Nothing changes on the invoice. What changes is the skirting boards, under the desks, the internal glass and the kitchen — everything that does not show in week one.

2. The skipped visit when someone is absent

A replacement costs more than a normal hour: urgent search, a cleaner who is slower on an unfamiliar site, complaint risk. When the margin does not fund it, the visit simply does not happen. You notice the next morning, and you are told the cleaner was unwell.

3. Permanent cleaner rotation

An underpaid provider pays badly, so they retain badly. You see a different cleaner every two months. Each one has to relearn your premises, your priorities and your access constraints. Quality does not collapse — it simply never improves. It is the most reliable symptom of a loss-making contract.

4. The price revision at month three or six

The honest version of the recovery. The provider comes back explaining that the scope was underestimated. You end up renegotiating from a weak position, with an incumbent already installed and a change that would cost you time. The introductory price has done its job.

5. Scope drifting into extras

Internal glass, periodic floor restoration, post-meeting cleaning, sanitary consumables: items that were implicitly expected become additional lines. The hourly rate has not moved; your annual budget has risen by 20 %.

The checklist: what to verify on every quote

Run each quote through these six points. The exercise takes ten minutes and it usually eliminates one of the three proposals straight away.

Checklist: the six points to verify on a quote

Point to check Solid quote Warning sign Question to ask
Committed scope Zones, tasks and frequencies written into the quote An amount alone, with no detailed scope What is committed, and on which zones?
Prior survey Site visit before costing Price given by phone in five minutes What data did you base the costing on?
Headcount considered Number of occupants built into the calculation Costing based on floor area alone How many people did you assume?
Replacements Arrangement described and funded « That never happens » What happens if the cleaner is absent?
Exclusions Explicit list of services not included No exclusions mentioned at all What is not covered?
Hourly price Implied hourly price consistent with the scope Under 24 EUR once the fee is divided by the duration How do you fund supervision at that price?

The three questions that settle it

  • « What is committed, zone by zone, and at what frequency? » — A provider who has costed seriously has that list to hand. It does not matter whether they bill hourly or as a fixed fee: without a written scope there is no quote, only a number.
  • « What happens if the cleaner is absent on a Tuesday? » — The answer must describe a replacement arrangement, not an intention. If you are told « that does not happen », replacement is not funded.
  • « What is not included? » — An honest quote has an exclusions list. A quote with no exclusions is not generous, it is imprecise — and imprecision gets invoiced later.

What a solid office cleaning quote always contains

Beyond price, the shape of a quote says a great deal about the rigour of the costing behind it. Here is what we consider the minimum standard, and what appears on ours.

A quote containing these six elements can be compared with another quote that contains them too — even if one is a fixed fee and the other hourly. A quote showing only an amount, with no written scope, compares to nothing: it asks you to trust without giving you anything to verify.

Our practice: the zone-by-zone scope, the frequency and the exclusions list appear on every quote, before any discussion of price. We bill a fixed fee on small sites and single weekly visits, because we sell an outcome rather than minutes — but the outcome is written down. You are discussing a scope, never a figure suspended in mid-air.

Price per square metre: an output, never a starting point

The question « what is the office cleaning rate per square metre in Paris? » comes up in almost every consultation. It is a legitimate question, but it approaches the problem backwards.

The price per square metre is what you obtain at the end, by dividing total cost by area. You get there by first estimating the time genuinely required using the six variables above, then applying the fully loaded hourly cost, then indirect costs, then margin. The per-sqm ratio comes out of that chain — it does not go into it.

A per-sqm price quoted before any survey therefore only has value as a very broad order of magnitude. It may be accurate by chance on a standard floor, and wrong by 50 % on partitioned, densely occupied or carpeted premises. Use it to frame a provisional budget, never to choose between two providers.

If you want to understand the full economics of the trade — why margins are so thin and what actually remains on 100 EUR invoiced — we set it out in our analysis of cleaning business profitability. It is the clearest way to see what a low price mechanically forces a provider to sacrifice.

How to decide between three quotes, in practice

Start by eliminating what is not comparable. Bring all three proposals to the same written scope — same zones, same frequencies, same tasks — before looking at a single figure. In most consultations we see, that step alone reveals that the cheapest quote did not commit to the same zones or the same frequency.

Then apply the floor rule to the implied hourly price, not the advertised one: divide the amount by the stated time on site. Below 24 EUR an hour on that basis, ask explicitly how supervision, quality control and replacements are funded. If the answer is vague, you have identified the quote that will recover later. This is rarely bad faith — it is usually a company that has not done the maths.

Finally, keep in mind what changing provider actually costs: writing the specification, running the consultation, the bedding-in period, incidents in the first weeks, internal time absorbed. A quote 10 % cheaper that forces you to start again in eight months will have cost far more than the gap on paper. The right criterion is not the lowest price, it is the lowest price that holds twelve months without renegotiation.

Frequently asked questions about office cleaning quotes in Paris

What is the price of office cleaning in Paris?
Two billing models coexist, and you should know which one applies to you. On volume contracts — larger areas, multiple weekly visits — the base sits around 26 EUR an hour excluding VAT in Paris, exclusive of products and sanitary consumables billed separately. On small sites and single weekly visits, the price is a fixed fee: an 85 sqm open-plan floor occupied by eight people falls between 160 and 220 EUR per intervention. The implied hourly ratio is mechanically higher there, because set-up, travel and quality control spread across fewer hours. In both cases the final price depends on six variables: area and partitioning, headcount present, floor type, furniture and workstation density, frequency and timing, accessibility.
How much does office cleaning cost per square metre?
The price per square metre is an output of the calculation, not a starting point. You obtain it by dividing total cost by area, after estimating the time genuinely required. A ratio quoted before a site survey can be wrong by 50 % on partitioned, densely occupied or carpeted premises. Use it as a budgetary order of magnitude, never as a criterion for choosing between two providers.
Why do cleaning quotes vary so much between providers?
Almost never because of margin, which stays thin in this sector — 5 to 10 % net margin for a well-run company. The gap comes from the scope actually committed, the time on site planned, or the fact that the provider has not calculated their cost base. Watch the units too: a fixed fee and an hourly rate do not compare directly. Reduce every proposal to a written scope — zones, tasks, frequencies — and only then to price.
How do I get a free office cleaning quote in Paris?
A serious quote is always free and without commitment, but it requires a visit or at minimum a detailed survey of the six costing variables. At Ménage Parfait, the request is made online or on 01 89 19 68 69, with a reply within 24 hours. The quote provided states the monthly hour volume, the service detail by zone and an explicit list of exclusions.
Is cheap office cleaning in Paris possible?
A competitive price is possible; a structurally low price is not. The fully loaded employer cost of one cleaner hour reaches 19 to 21 EUR in the Paris region. A quote at 22 EUR therefore leaves under 10 % for everything else: supervision, quality control, replacements, equipment, insurance. Also check what the rate claims to include: an hourly price advertised as covering products and consumables at that level is inevitably paid for in minutes on site. The right way to reduce the bill is not to cut the hourly rate, it is to adjust frequency or scope — deciding it explicitly rather than suffering it.
What should an office cleaning quote contain?
Six elements: the committed scope zone by zone with each zone's tasks and frequency, the intervention time slots, the planned duration or volume on site, the list of exclusions and periodic services, the replacement and quality control arrangement, and the treatment of products and sanitary consumables. The billing unit matters little — fixed fee, price per visit or hourly rate are all acceptable. What is not acceptable is an amount with no written scope.
What happens if the cleaner is absent?
This is the most revealing question to ask during a consultation. A provider whose price funds replacements describes a concrete arrangement: a floating cleaner, a second person trained on the site, a response time. A provider whose price does not fund them answers with an intention, or claims the situation never arises. In practice, absenteeism is structural in this sector, and a missed visit is the first symptom of an underpriced contract.
How long does it take to clean 300 sqm of offices?
There is no single answer, and that is precisely the point. A 300 sqm open-plan floor occupied by ten people with hard flooring may require around 1 hour 30 per visit. The same 300 sqm partitioned into fifteen offices, carpeted, occupied by thirty people, can require close to double. Occupant count and partitioning often weigh more heavily than the floor area itself.
