Street sweeping: what the regulations say

Street sweeping around construction sites is governed by several texts. Article L1311-2 of the Public Health Code requires anyone who produces waste to ensure its removal. The Paris police regulations (article R123-2 of the Highway Code) provide that the person responsible for a construction site must keep adjacent public roads clean. In practice, this means:

  • okA cleanliness perimeter generally set at 50 metres around the construction site, which may be extended by the prefectural order.
  • okA minimum sweeping frequency, often daily during the active phase of works, defined in the construction site order.
  • okImmediate cleaning in case of materials falling on the public road, under penalty of a 4th class offence (135 € for individuals, 675 € for legal entities).
  • okThe use of suitable equipment to prevent the re-suspension of dust — dry sweeping is prohibited in residential areas.
